WILLIAM J. MARQUARDT
Since 1992 Mr. Marquardt's legal career has concentrated on municipal and project finance. In this regard, he has had extensive experience serving local governmental units, health care institutions, institutions of higher education, banks and investment banking firms throughout the State of New York. Mr. Marquardt assists these issuers and investment banking firms in connection with the offering of general obligation bonds for state and local projects as well as revenue obligations for the construction of senior living facilities, hospitals, airports, low income rental housing and manufacturing facilities. These financings include financings secured by the major private bond insurers and FHA mortgage insurance. In this regard, he has served as bond counsel and underwriter's counsel in connection with projects including Crouse Hospital, Syracuse Hancock International Airport and Eggers Hall at Syracuse University. These transactions included both fixed rate bonds, variable rate demand bonds as well as letter of credit backed financings. Specifically, Mr. Marquardt's practice has focused upon state and federal regulation of municipal securities transaction, including SEC Rule 15c2-12 disclosure matters, state Blue Sky and legal investment laws, and general municipal law, local finance law and New York State Environmental Quality Review Act issues as they relate to both direct private placements and a variety of public offerings. Mr. Marquardt frequently serves as bond counsel to issuers participating in the financing programs of the New York State Environmental Facilities Corporation and the grant and loan programs of the Rural Development division of the United States Department of Agriculture. Prior to forming the firm, Mr. Marquardt served as in-house counsel to the Pyramid Companies in connection with the development of the Palisades Center, a super regional shopping center located in West Nyack, New York. His responsibilities at the Pyramid Companies included commercial leasing, construction law, finance and anchor store relationships.
